Why Government IT Projects fail?

Edenhouse recently published an article in the Government Technology journal about why government IT projects fail to deliver. An extract of the article is below...

"Failed IT projects in the public sector often make headline news.

Back in May 2007 the CIO of the Department for Work and Pensions said 7 in 10 Government IT projects have failed. A target was set to increase the 30% success rate into a 90% success rate by 2010/2011.

Then in June 2009 speaking at the Public Accounts Committee,  Ian Watmore, former government CIO and Permanent Secretary for the Department for Innovation, Universities and Skills, cited a number of factors why public sector IT projects fail.

So why do so many public sector IT projects fail?"
